What is the scheme?
Enova has launched the support scheme "Pre-project energy efficiency measures in commercial buildings". The aim is to help businesses from idea to investment decision. The support is given to pre-projects that take one to three specific measures from general insight to a decision basis on which you can invest.
Who can apply?
Companies that own or rent an existing commercial building can apply. The requirement is that you have already identified one to three specific energy efficiency measures that will be investigated.
What a preliminary project answers
- What the measure entails and how it should be implemented
- What the measure will cost
- How much energy you can save and what it means for operating costs
- Payback period and profitability
- Feasibility and what risks need to be addressed
How much can you get?
Enova covers up to 50 percent of approved costs, with a ceiling of NOK 300,000 per project. Approved costs are documented costs for the purchase of external services, such as consulting and calculations.

Enova covers 50 percent of the cost. The ceiling of NOK 300,000 only applies to preliminary projects over NOK 600,000.
Calculation example: A preliminary project worth 400,000 kroner can provide up to 200,000 kroner in support. A preliminary project worth 800,000 kroner can provide up to 300,000 kroner, because the ceiling has been reached.
Application deadlines
- Next Friday, October 23, 2026, at 12:00 PM
- Then Tuesday, December 1, 2026, at 12:00 noon
The scheme is competitive. Applications are ranked against each other, and support is awarded within Enova's available budget. The processing time is two to six weeks. This means that the quality of the application and the measures count.
The work will only start after the application has been submitted, so that the costs are eligible under Enova's terms. Therefore, you should start the dialogue well in advance of the deadline.
Why this is worth considering now
Energy efficiency is one of the fastest ways to reduce operating costs, enhance the value of the building and improve the energy label. Yet many good projects stop before the decision is made, because no one has calculated the cost, savings and risk well enough. This scheme reduces the cost of doing that work, and reduces the risk before you invest.

Campaign until the deadline of October 23rd
- We assess the building and find the measures that are suitable.
- We write and send the application to Enova
- We arrange an energy certificate if one is missing.
- We deliver a complete decision-making basis: investment, energy savings, impact reduction, risk, profitability and possible better energy label.
Enova decides who gets support. We do not guarantee the decision, but we will take on the application work. If you do not get support, you do not pay for our application work.

What is the difference between an energy survey and a preliminary project?
